After washing it with warm, soapy water, try filling it with warm water and baking soda. Let it sit several hours. If the smell is still there, try vinegar.
A good washing and airing out. Keep the lid off after you wash for several day. Sunlight always does well to diminish odors. Set outside in the sun for a day after thorough washing.
I agree, a good washing in hot soapy water (I would use dish soap) and then a scrubbing with vinegar and then a second washing should really help.

Put it through the Dishwasher or fill it 3/4 way with water and put it in the Microwave .
I agree with Ken, that after spending money and time trying to eliminate the coffee odour, it may simply be more cost and time effective to purchase a new unused canister for flour storage.
Unfortunately, depending on the type of plastic that the coffee canister is made from, it may be next to impossible to remove the coffee smell. Coffee essence can be very strong and long lasting, and flour can take on odours easily. Even with high-end plastic storage containers such as Tupperware that are pricey, the coffee smell can continue to linger and be released on to whatever you try to store in the container.
Hopefully any or all of the treatments listed will work for you, if not, then a new canister might be in order.
If nothing works, you might consider a heavy weight plastic bag (freezer quality) inside the tin, put your flour in that bag and seal the bag shut, replace the lid. That way any of the residual coffee fragrance has a further barrier from the flour. You might experiment with a small amount of flour at first so you don't have all your flour coffee scented. I get odors out of anything by using a combination of vinegar and baking soda. The only trick is to leave it soaking overnight. It doesn't have to be straight vinegar and baking soda, of course you can dilute it with water. The stronger the smell the more vinegar and baking soda in the water. Hope this helps.
