What is the name of this plant?

We live in the mountains of North Carolina. While walking on our property , we came across many of these plants. I don't think they are baby pine trees. I could be wrong. Could they be baby hemlocks? Thanks for any help.

I believe it is ground pine. It doesn't grow into a tree. Traditionally it was pulled up to make wreathes with. It is protected in New York state

I have to agree with Margaret scripp. This looks like it's in the club moss family.
It is princes pine ,used to make wreathes at Christmas .You pick this plant and gather itito small groups and wire it to hoops to form a wreath.
