Funny, people do not realize chicken CAN fly. I would do something to enclose the chickens while still giving them room to roam. Or figure out how high your chickens can fly and build a bigger fence. Some people clip their feathers so they can't fly, but me, personally, I am not for it as they may need to fly to get away from a preditor.
Can you try something like what I call whirly birds? They twirl around in the breeze. Maybe if you can keep something like that taller than your plants it may keep them from landing. I have heard of people even making them out of soda cans by cutting the leaf parts out of the aluminum. The seem to keep the baby rabbits that can get through my fence from nibbling at the young plants.
Cover the fence with a tarp, supported in the middle if needed.
