I think they are young cold hardy palm trees; its hard to tell because its so short which variety, but apparantly there are a number of palms that can survive colder climates. https://en.wikipedia.org/wiki/List_of_hardy_palms Scroll down to the bottom the first picture looks a lot like yours if they were taller.

Could be this: 'Bulgaria' Windmill Palm (Trachycarpus fortunei 'Bulgaria') ...They can grow in colder weather. But not sure.

At 1st thought could be type of dracena because of the purplish spicky leaves, but that trunk look far too big. I vote: palm too! Looks a bit like banana tree at the base.
