Firstly, wait until dusk when the hornets are less active. Cover the hole with screening if possible and pour boiling water down the hole. Repeat a couple of days later. This should be pretty effective at getting rid of them. Stay safe!
If you've found an underground nest there are sprays that you can spray into the hole. My husband and I dug a football sized yellow jacket nest out of my compost pile. We went out after dark with flashlights, each of us armed with a can of wasp and hornet spray. After fumigating the entrance, he began digging in the soil with a shovel and I sprayed anything that moved. Neither of us got stung and there were no signs of survivors the next morning. I now keep Rescue traps in the back yard every summer and they really work. The one recommended for hornets is the Rescue W.H.Y. trap.
I had white-face wasps that had built a big nest in the outside vent for my furnace after we stopped using it for the season in Massachusetts. As much as I respect DIYs, wasps, yellowjackets and hornets are best left to a professional. $30 and a guarantee that if they came back, they'd do it again for free. They never came back.
You can buy 'fake' looking nests online at Amazon. Hang one near the nest you know of and the intruders will leave. Apparently they don't like competition of the other nearby nest.
