If it's wood you can sand and restain it, or give it a whole new look with a paint job!

Always sand before painting . What type of paint you use depends on what you want to use the piece of furniture for . If its going to be in the kitchen , use a cabinet type that can withstand the humidity of cooking and cleanup . Living area ? A flat or chalk paint will do. Speak with the people at the place where you purchase your paint.
I think the easiest would be to fill hole, scratche, etc and paint if.
I do not mean to disagree with other comments, but if your piece is in good condition and has a smooth finish--no previous bad paint job, no big dents or dings, there is no need to sand. I have been painting furniture for 40 years and almost never sand. Instead, I use 1 or 2 coats of liquid sandpaper. This makes the surface tacky so that primer or chalk paint will adhere. Liquid sandpaper--sometimes it is called deglosser--is so simple to use. Just follow directions and you can apply It to the whole piece in just a few minutes. Wait the appropriate time-10-20 minutes, (again, follow directions) and you are ready to prime or paint.
