They have been around since the 70's or even 80's. Most people don't like the look of the texture. It is kind of a fuzzy look. They can be difficult to paint. That is my guess and what I have experienced.
I have them and can't stand them, difficult to clean, not attracttive, worst idea ever, but cheap and easy to install for tract home builders.
one of the biggest problem with popcorn ceiling is repair when damage by scraping or water damage. Very difficult to match up texture, and for painting.
They look ugly..hard to paint..

Because they are ugly. If your handy you can scrape them. Use a spray bottle with water. Big mess. You will love the results. You will have to paint
They collect dust and cobwebs and are just about impossible to keep clean.
The good part is they hide any imperfections in the ceiling, but they do collect dust and cobwebs. You can't use (much) water when cleaning because the finish softens and crumbles off. Same happens when you try to paint (with a brush)
