Another option would be bleach but it might be easier to actually remove the roots. Are you not able to find the roots?
Salt, soap and vinegar. A cup of salt, a quarter cup of dish soap and a gallon of vinegar mixed in a sprayer. Wait 24 hours for the salt to disolve the spray the plant and watch. It may take a few applications but it works.
White vinegar kills anything
i feel the same about the salt, dish soap, water and vinegar. Other option is try to dig up ALL the roots. May take some time.
Okay I have tried all suggestions, guess what nothing works. It keeps coming back. I have poured 4 quarts of muric acid on it, it comes back. I have tried digging it out, it is impossible to get it all. Help
Get a nice water boiler such as Stainless steel boil it roots all. I like Spectracide 20-20-20 spray it does kill it instantly soak it and and boil.
Spectaclde 20 20 20 Weed and fertilizer works. You should also get one of the instant water boiler machines and boil plant roots.

Have you tried cutting it close to the ground then painting the open cut (using heavy gloves and a paintbrush sized for the cut) with a strong brush killer (the kind that kills growth for 1 year)?
Repeat application may be required, given the vigorous growth of your plant.
I understand that covering this plant to prohibit sunlight from reaching it will further inhibit growth.
