Use large paintings to help cover wall
Sarah.tom.vinc - To change a wall color you can make large frames and cover with colorful fabric material. Frame/Panels made of 2x2 and Fabric stapled to the frame and mounted on the wall.

Art work/pictures hung up with command strips if they don't let you put nails in the wall. Bright curtains if you want to add color without painting.

Before doing anything, please call your city/town code department. MOST locales require landlords to paint every specific number of years and also when a new tenant moves in. Similar codes regarding carpet cleaning, etc. You may just find out that the landlord MUST do certain things to fix your place up! Good luck!
