September might be too early in North Carolina - I'd probably suggest late October to mid-November.
Late Sept to middle of Oct is good. BIG secret to keep the squirrels away is to plant the bulbs double the depth stated. Learned this trick about a decade ago from a Master Gardener and i have not lost one tulip while my neighbours kept losing theirs. Now they keep their tulips too, lol. Enjoy the spring beauty by picking bulbs that flower during each spring month and then you have a full season of colour.
My girlfriend in Asheville gets them in by Halloween.

Just pay attention to the west, definitely before the end of October, but if it starts getting colder sooner, plant sooner.
