Without wood, how could you make something to hold clothes?

Pcv pipe
I second PVC pipe. It's relatively easy to work with (it can be cut with a hacksaw). One can also use metal pipe, which will be stronger, but not everybody has the tools to cut it.

This link gives you lots of ideas. I once took the snap together shelving units and set both up, with 6' in between. Then I laid two shower curtain rods between them. One on top, one in the middle. I hade folding clothes space on the shelves and two hang up rods. Hope these help.

You could use shower curtain rods.
Folded clothes or hanging or both? Take an example from department stores. They set up shelves and use racks. You can do the same. Even plastic totes that stack will hold stuff that is not in season like sweaters n such. For a rack, check out what's available that fits your space. Even tension rods could do the trick.
You can buy portable clothing racks. Find a corner, put up an expandable pole and add an old pair of doors. I would say make yourself a sliding barn door. Of course the slider is costly. Maybe, some old wood or doors layin' around would fit your bill????
Woven baskets on a shelf or imitation woven baskets also look nice, clear tubs in the closet so you can see what is in each and they stack nicely, or there are bins made especially for stacking in a closet, also flat tubs on wheels that go under a bed work great, for hanging use a broom handle or plain 1 inch dowel rod with a semi circle cut out of a block of wood on each end of the closet walls, or there are a number of closet organizer that allow for people to use both folding clothes and hanging clothes
