A cute bistro type set would be cute. Lay down an indoor / outdoor rug, add a few plants. If you want lights, get some big pots, either fill with sand or potting soil and add plants, get a couple tall shepherd's hooks an place at each end of the balcony. String the lights on the shepherd's hooks, and use a short extension cord to plug inside. Add cute decor and you are all set!
I agree with the bistro set and the indoor/outdoor rug, that in itself will make the area very useful and cute. Use zip ties to secure the shepherds hooks and perhaps you could even put some hanging plants up.
find a table that will allow air flow and put it over the ac unit.
Rug is a a good idea. Maybe get some adhesive wall paper or the stuff for drawers. Thumb tacks make small holes if u need something alil extra. Not sure your weather.
Lucky for you, the answer is right here without even leaving "Home"talk. This gal has produced several youtube videos, but she shares this one with us. Her youtube videos are listed under "Engineeryourspace". I've watched every one of her videos because she is so clever with small spaces.

The unit leaks a bit so a rug won't do. Also th a.c. unit is pretty high. I used it as a table for a few days. It gets pretty warm by it. Plus there's only room for one chair since the door is only 1.5 feet away from the unit on the left. Maybe a small rug on the other side may work
Get some slim bar stool type chairs and then a slender table to slid over the AC unit (think tv tray). Some bright and cheery pots with plants. Hit up your local good will, you will be surprised what you can find. I would also paint a rug on the floor, super easy and will brighten up your area. The landlord wont even see it, if you do a light color it will fade.
