Will your cat use a covered box? I have 6 cats and 3 boxes and that is what I use. We do not have basements, so mine are in the garage with a cat door from the house to the garage. My girlfriend has in a built in cabinet in her office (she works out of her home), and uses a fancy litter I could never afford, and her girl kitty is very neat.
Morning, My friend had this same problem with 3- cats and of course I fixed the problem when I had to watch them every year while she goes away for 2- months, I bought a cheap 5x7 rug and placed the pan in the middle and she's got a wooded area in back so I shake it there. Here's another idea i did too and it helped a lot, but buy the largest tote.
This really worked well for me, but I had dogs as well. So instead of putting the hole in the side, I put it off center on the top. It took a little patience while they got used to it, but it kept the dogs from the gross tendency to "snack".

I have two cats and 2 litter boxes in the basement. I have plenty of room so I bought a little kiddie swimming pool (the hard plastic kind) and put the two litter boxes in it. Problem solved!
We have 3 cats, and 4 boxes. What I did was put old news all the way around them. When kitty makes a mess out side the box, all you have to do is, Sweep it up. And put it back in the box, or throw it away. My one always kicks litter out of the box. I use a dust pan sweep it up, Put it back in the box.
