The cheapest is to buy 2 plastic tubs, one to set inside the other, and put insulation like old styrofoam between the two tubs. turn them upside down onto the lids and cut a hole large in each tub and the insulation, enough for a cat to crawl into the hole. place an old blanket, quilt, or piece of comforter inside for them to fluff and get warm. We put the food and water on top for them in self serving containers that are water proof
My friend who is the feral cat lady of the neighborhood, makes houses out of a cardboard box, and uses a garbage bag taped solidly to all sides and the opening, puts a towel inside and wa la cat condo.
Check garage sales for used dog houses. But cheaper might be a couple of thick plastic tubs. Keep the lid as the floor. Cut a flap on the side that folds up, not sideways, and use twine to hold it open. If you get clear tubs, you won't have to put any windows or lights in. Soft rags and blankets should be enough insulation, although you could always throw a quilt or a tarp over the tubs on cold, rainy nights. Best wishes 😇
dog houses can be quite costly.. we have a stray cat that we also provide shelter.. have used a large tote and cut entry, exit and added padding/ insulation..
