You can always buy sheets of plexi - I've seen folks with these around their patios. Drill holes and zip tie them to your railings.
Buy a inexpensive roll of what is called "chicken wire", unroll and staple it on the railing, with a staple gun.

I used shade cloth I purchased at Home Depot they sell it by the yard by weaving it in and out between the posts and stapling it in place( top middle bottom) it allows air to circulate ,creates privacy added some color& doesn't allow anything to fall through.
Plastic lattice? Held on with screws ?

Saw a show (Maine Cabin Masters) were they used the plastic coated lobster wire and it looked and worked wonderfully.
That sounds scary. There should be rules about the spacing sizes for safety. Might be worth looking at a more permanent solution if there are regulations in place. In Australia, there are standards outlined re: balustrades.
Insert Wrought Iron railing, or timber or roll out plastic chicken wire and secure to backof raillings.
