At first glance I thought it might be an old dill plant that was left to grow like crazy, but dill only grows to be about 4 feet tall at most, so, I am almost positive that it is a wild asparagus plant (it can grow to be as tall as 6 feet).
If you look in the vicinity around it you MIGHT find an asparagus spear or two growing (although it looks like all around the "mother" plant is landscaped gardens or/and lawns in which case you won't find any baby spears growing). I would also say its a Cosmos flower. You will be sure when you see flowers

I also think it's asparagus. The best thing to do is take or send a picture to your local extension agent. Or is your county has a forestry department or conservation department. The other place would be a greenhouse or garden center that's not associated with a store.

Pencil Cactus.
Looks like cosmos - mine grows to over 6' by the end of the season, and gets covered with bees. I think Pencil Cactus looks more like a succulent, with round pipe-cleaner stems growing like tree branches almost.

Cosmos for sure, asparagus doesn't attract the bees like this one does! Enjoy! You can either trim off the expired flowers, and have a longer bloom time, or let the seeds ripen off and save them ... To plant next year - for a repeat performance !
If it grows and has yellow flowers on it ,it will more then likely be a Palo Verde. they are very common in California. PS the bees love it!
If it gets flowers it's cosmos...mine seeded themselves and they are over 6ft tall now.I live in Milwaukee.

Take a piece to your local nursery. They will know what it is.
I was thinking Cosmos and then saw that many others thought the same but only you will know because you have not displayed any photo's of flowers.
Looks like Fennel grass. Really nice plant, but will spread.
Could it be a Larch?
When I was a kid we called it wild licorice.I now believe it is a form of fennel.
Hello fellow gardener, These plants are definitely Cosmos. They come up every year displaying there beautiful purple flowers. They don't bloom until they are about 3 to 4 ft. tall. Also a sin lover.
We have several plants in our garden which look like your picture - ours is a cosmos - we have two varieties of cosmos - these flower later than the finer variety and grow really tall .. the ones we have reseeded themselves, so are volunteers :D Enjoy the resultant flowers!
