Great question! My little girl sings no matter what, but I have a rather active household, 6 cats, 6 dogs, canary and dragon. But it is typical for them to stop singing for a couple months (usually during summer months), during molting while their tiny bodies focus on producing more feathers. If he doesn't start up again in the fall then I would schedule a vet visit - but so far nothing to worry about.
They primarily sing to attract a mate. They don't sing because during molting they're not in "mating" condition

I agree with the above in relation to going quiet in the summer etc, but also wonder what enrichment outside the cage you give the bird e.g. do you play the radio or similar when you are not home?
Chico just turn 1 in July, and he still loosing a few feathers but not like he was. He sang just a few notes couple a weeks ago. Then last week he sang and I though oh he is going to start singing again but it was short and sweet. Yes he is in the room where we spend most of our time in the TV room. We talk to him and our dog barks at him he is jealous when we talk to the bird. I notice now he is tearing up the paper in the bottom of his cage. Thanks everyone for your feed back appreciate it. I guess I just need to be patient.

little birds use up a lot of energy during molting season. It takes a lot out of their tiny bodies to produce new feathers. Your bird may need suppliments and a visit to an Avian Vet to make certain he isn't sick. Does he like to take baths? If so, you could try offering him a plate or bowl of room temperature water so he can get any dustime off his body . Plus baths will help the new feathers come in . Maybe you could get some food that is formulated for molting birds.
I have a cocktiel and she gets rather stressed out during the molting season - a time I don't look forward to.

Make sure he has proper nutrition in his diet and that calcium is incuuded in that.Did he loose any toys lately?He could be depressed because of a change.
