Fillers for electric heaters, rodent entries

I live in an apartment building that is having a problem with rodents. Primarily coming under electrical heaters or through slight openings where heater are not aligned tight anymore. I have used steel wool where I can around the apartment pipes or openings anywhere I have searched for. Also used caulking over the steel wool, wood filler in tiny holes and expanding foam for large holes. Just the heaters, too dangerous to put steel wool too close to electricals. Is there some kind of electrical putty out there or filler they won't chew through. The expanding foam is too messy and looks awful.
