The nails can be trimmed low and blunt. And kept trimmed low.
You could also get some of those plastic 'nails' that go over their own nail. The can scratch but not do damage. You WILL have to watch the nail covers though. Some of them don't stay on for very long, but some of them do. If they come off, you'll have to put on a new one right away.
