I have this growing in different parts of my garden. Is it a weed?

Use pea pebbles around the area,and make container plantings based on your location and lighting
You might need to either dig up and dispose of the soil or amend it with compost and top soil before planting.
top dress with a bit of fertilizer and replace the top soil if you can.
Use it to your advantage! If nothing will grow there, that is the perfect spot for a seating area! Do you have a helpful young person in your life? Ask them to help lay paving stones, gravel, or Decomposed granite on the area and set up chairs and a table. That would be a nice coffee/tea and reading spot!

Cover in a couple inches of stone or gravel. Use benderboard to make a design and use different types of rock.
I don'tknow how big an area. I would put plastic down, then dirt and plant on top of that.
Take or mail a soil sample to your department of agriculture. We did and had ours analyzed. We pretty much can't grow grass in certain areas, and we can prove it to our home owners assoc. IF the area can be amended with chemicals, or the right grass, the Dept of Agri. will let you know. Ours doesn't get enough sun along with poor soil.
