may be spider mites, look closely. If you have a county agent take a piece to them to help determine exact problem

leyland cyprus are prone to mites just as arborvitae shrubs.Inspect the trees for any webbing.If not is found it is possible the browning is from extreme heat or not enough water

It could also be Fire blight, in which case they will need to be removed in order to stop the spread of the disease.
