When is the best time to plant young trees?

I am in Idaho and want to change the landscape of my front yard. Can I plant in October or November?

yes providing the ground is workable,keep the roots well watered until established
You bet. Fall planting is much better for trees than spring planting. Gives them a chance to build some new roots before the hot dry weather.
I would get a new tree in asap to have it acclimate before winter sets in.
You will need to keep watering for at least one month and you shouldn't have any problems. Good luck!
