I have used a tension rod (I placed the rod out of sight under a valance curtain) and tied my Christmas cutters ones off with ribbon and hung on the rod at varying lengths. I also added some icicle ornaments in between. If you want to suspend from the ceiling, you could probably use "S" hooks and chains.
A large, translucent stadium tote with handles for hanging might work. Or one of those see-through, heavy-duty plastic containers that hold a variety of bath products for gifting at Christmas. I have mine in a large, zippered heavy-duty plastic container which previously held plastic eggs for Easter. I can view each cookie cutter through the plastic and keep it right in my pantry closet for easy access! Hope this helps!
Tie a loop of hemp twine through them,inset mug hooks toward the back edge of bottom of your wall cabinets, or just install a curtain rod and slide the loop over it. Makes a nice display with colored twine or ribbon!
I am also assuming that you don't want to have to wash them before you can use them all the time..? I would store them in a big glass jar or canister... you can see them... and they stay ready to use... they can go on a high shelf, or the top of a cabinet or the refrig. out of the way til you need them.
Find a good place on the kitchen wall and arrange in an order that may strike a conversation.
You can take about 12" of wire and make a circle. Use a pair of needle nosed pliers to bend one end into a loop. Thread one set of cookie cutters onto the circle. Bend the other end into a hook. Slip the hook into the loop. Repeat for each set of cutters. Mount a large L bracket and put all the circles on the bracket. All your cutters will be on display, you can remove the set you want, and you can unhook the set to get to the cutters in that set. If your house is country-style, you can even mount the bracket onna door or window frame. Best wishes 😇💖

I store mine in a couple of large glass jars with lids and sit them above the kitchen cabinets. The jars probably came with candy or peanuts in them and have decorative lids. Place some of the cutters facing the sides of the jar so they can be seen.
Mine are in a giant glass canister.

How about hanging them in the windows from pieces of raffia with an s-hook on the end. Piled in a basket r large glass cookie jar would work, too.
If you have a pantry you could use an over the door hanging storage. They come in a variety of sizes, design and compartments, depending on what would best fit your space. I think the ones that can hold larger pieces of jewelry, belts or something of that nature would work fine but if you have a lot of Cookie cutters you may need larger compartments. They have actual pockets, some that close. If you don't have a pantry, maybe you could make a cabinet to where you would be able to hang 1-2 small pocket storage using a removable hook on the inside of door. As long as you could still close the cabinet door. If that would work you could make the cabinet your cookie cabinet, and store other items you use for making and decorating cookies too. ( Yum, cookies sound good right now. lol)
