Paint the ceiling, then the walls, then the molding.
paint first. Then be careful who you choose to carpet.
Flooring always goes down last with any remodel. You don't want any OOPS to a new floor.
Removal of everything that is coming out always comes before anything new begins to be installed.
So, in your case:
1. Remove old carpet
2. Paint ceiling
3. Paint walls
4. Install new carpet

Paint the walls first. Then if there are any drips or accidents with the paint, you won't worry over brand new carpet.
