Hi there, as far as I know any type of perennial rose bush can be pruned safely in the spring or fall.

If you prune them, most likely fewer will come back, but they'll come back larger.
Sure! I prune mine every year. Use same pruning technique as for standard rose. Mine blooms prolifically.
