Wait until late winter to early spring.
I trimmed mine back so they would fit under the cones.
We just trimmed ours. We are in North Central Texas, so we have not yet had a freeze. These are knock out roses, which live through anything, though. We have to trim these twice a year, or they get huge.
Always prune your roses when they are dormant. January in California.
My friend in N.C. Trimmed her knockout roses about a month ago. Other people hadn’t as of last week. She prunes them to about 3 feet high.
I cut mine back almost to the ground prior to the first frost. Don't do it too soon though - make sure it will stay cold.
