I live in Cameron Park and I just cut back my roses, but not to the root. I leave about 4 inches of stem. My roses are in containers though because the ground is mostly rock. Good luck, roses are my favorites.

Roses are not trimmed to the roots. Trim all dead canes now. Prune to the second nub after the last frost in spring. Since our weather is now so unpredictable, mulch well this winter. Remove the mulch in spring.
Down to roots is way too far. Here is a link to learn how to properly prune roses. Everyone needs to learn. Here are a few links to get you started!
Where I live, the "better" independent and chain nurseries, along with the local Rose Society, give classes on how and when to "deadhead," "trim," and "prune" as people whack and chop them to death then complain the nursery or establishment sells bad rose bushes. Back in the day you went to the library and checked out a book. Now all you have to do is GOOGLE!

www.sunset.com/garden/garden-basics/shape-up-time-roses. I live in Cameron Park and just cut mine back, but not to the root. I left about 3 -4 inches. They do just fine and start blooming again in early spring if the weather isn't to cold.
usually trim them on Valentines day. not too low though unless they have grown leggy or you live in snow.
Trim them down but not down to the roots. Wait until very late winter or very early spring before they begin to leaf out. Give them the winter to rest.
Hi Grma, I have one rose (I haven't trimmed back yet) actually still blooming. Even though I trim them way back now, they still need some pruning throughout Spring and Summer, just not as severe , and they usually bloom for about 7 - 9 months. I have started making colorful bead sticks to add to my colorless garden pots through Winter.
