Brown paper floor covering

I saw this done on either DIY network or on HGTV... It was used in a Laundry/ Mud room. They used brown paper bags which are thicker and sturdier than brown wrapping paper. They tore them into large-ish pieces and applied them to the floor in a decoupage like technique (apply a layer of glue, lay down paper, apply glue on top and brush to flatten and seal down.) I am not sure what kind of glue that they used, except that it was white and liquid, rather like Elmer's school glue ( which I believe is available by the gallon). After the glue dried.. they rolled on several coats of floor sealer and let each dry between coats.... the end product looked like leather. I don't remember if they applied a stain to darken the finished product or not.
