I soak my orchids once a week. I let them sit in the water for 20-30 minutes then drain the water off and do the same thing the next week.. I do not believe in 3 ice cubes!! I have orchids that have bloomed several times already. Good luck!
Rule of thumb never over water ,second are they getting enough light, third how old are they, forth have they ever been fed or re-potted in fresh orchid medium? The first one is sitting in another pot which is not good and the second pot does not look like it has drainage holes.
Here are some ideas that might help. From your picture, it could have to do with light.

Try putting a tea bag on the dirt
I never could get mine to bloom either...That is until I put them in my bathroom. It has a large window facing Southeast. They don't get direct sunlight. I water 1/2 cup of water once a week. That's it. Lots of large blooms certain times of year.
I do the same as Sharon does. Two part pot. Fill with water and let soak for at least five minutes in tepid water. Drain the inner and outer pots and put back in a south window that gets bright, but not direct sunlight. There are ferilizers that you can spray on the leaves as directed. Do not use the ice cube water method. The plants come from the rain forest, not the arctic. They don't like cold freezing things. Do not put water in the pot as the roots don't like to stand in water, they like to soak up what they need, not wet feet. If it is really dry in the house, an occasional misting probably would help, they live on the rain forest humidity and what rain reaches them up in the canopy where they live and thrive. Mine flower two to three times a year.
The environment they are used to has very cool nights. In the fall when the temperature gets down to about 45 degrees farenheit at night put them outside each night for a week to restart their blooming cycle.

Orchids require light to their roots, which is why they are usually bought in transparent pots. I soak mine, each week (throughout their growing season) in tepid water, for one hour.
Be patient! As long as the leaves are healthy, the orchid should bloom.
Hope these help :)
