You don't need to add a ceiling. Just paint is all you need if the ceiling is smooth and not damaged.
It is messy to remove but you'll be glad you did.

If the texture isn't hiding flaws, like uneven ceilings, many just sand and prime it and paint is for a flat surface

When we scraped off our popcorn ceiling, we just painted it. It had texture to it but looked fine like people have today!

Once you remove the popcorn, your ceiling should be drywall and you can just tape, mud, sand (if needed) and paint it and keep it smooth.
It is a dirty job. Get a professional. I prefer smooth ceilings myself but you might go to some open houses in new homes and see what they are showing. Take pictures with your camera to be able show your contractor what you want.
