If you paint them ... the paint would need to be flexible enough not to crack when the shade flexes and moves.... fabric would work too, just use an iron on adhesive it the shade is not "plastic" or a spray adhesive, if it is and make sure it does not winkle when you smooth it down... Patience will be the key here.

We definitely used to add fabric to them back in the old days..... use spray adhesive. Lay stretched out on floor, cut your fabric to size, spray the shade, then smooth on the fabric, and you can also hot glue trim on the edges. http://thediymommy.com/make-a-no-sew-fabric-covered-roller-shade/

I use plain white ones, but hang sheer curtains over them. And add a topper. You cannot paint them. You can add trim at the bottom, a band of fabric or such...
I saw a white roller shade that someone had cut stars in it....was very cute for a child's room.....light came through the holes. You could cut other shapes or better yet, find some glow-in-the-dark stars to glue on the bottom part of the shade. Also, I have glued a band of ribbon on the bottom of my shade....just above the stitching that holds the stick. Used grey 1-1/2 inch ribbon which matched my decor. Used it in the bedroom.
I do have sheers over them , and I think that some sort of cut-outs would be the thing to do with possibly gluing a sheer fabric (maybe colored) on the underside behind the cut-outs to stabilize the cut- out areas while still allowing some light to come thru. I also like the idea of covering with fabric, but would have to wait till spring so I could spray outdoors.
