Chances are you have a popcorn ceiling. Depending on the age of your home, you may need to have tested for asbestos before removing. It is not difficult but very very messy. Here are some links for you to check out.

You could also cover it, hire a crew to come in and spray it with an orange peal (flatter and smoother then I think you already have) Or you could glue the new styrofoam ceiling tiles right over the top of it.
You can use a garden pump sprayer filled with plain water. Lightly mist the ceiling in a small area, then let it sit for a couple of minutes. Then, scrape the popcorn off with a wide scraper. It will make a terrible mess on everything, so be sure to use lots of drop cloths to cover anything in the area.

depending on when your house was built it could have asbestos or lead in the ceiling paint. Best to check that out first.
