Wow, that is a tall fireplace structure. Is it real concrete/stone or fake stone? How are the upper fireplace stones attached? If possible, I would remove upper stones and then attach a wooden mantle/surround over bottom portion. If you sheetrock over it you will have an off-set that sticks out, which would look good also and much easier to decorate. Hope you get some great ideas!
If you want to dry wall it, you'll need to box it all in so that you have something to nail the dry wall to. If you did that, you could also add a proper mantle. How are your carpentry skills? Wow, thats about the oddest fireplace I've seen,,,, and my first husband was a mason.
I would box that in with drywall/backer board and give it some kind of treatment like tile, I did mine in large 26x6" tiles in a herringbone pattern. You could also stucco it or simply paint it same color as walls.
As to the hearth, if there is enough room from the floor to the edge of the firebox, I would cap it with a slab of marble, granite or stained concrete.
Sometimes you just have to wonder what was going on in someone's head! I'm for boxing it in, doing a tile or stone on the bottom and drywall on top so that its at least a solid surface, then adding a nice mantle. Or, I suppose you could put shelves all the way up and put some large, interesting pieces for display.
I've never seen a fireplace like that and never would have thought it was inside/outside laid up. Wow, a mess and what an expense to take it out. If you are not DIY, maybe get a contractor in to see about sheetrock. Good luck. I'm sure someone will have a solution.
