It's got to come from the inside of the dog. Pour bacon grease over his food or add some butter -- REAL butter, not the fake stuff.
I agree with the oils. Also oil enriched shampoo, brushing and lots of stroking the fur. It stimulates the oil in the skin. Plus, they love it.
Next time you are at the vet for a check up (or just ring them up), you can give them fish oil supplements. Not all fish oil supplements are the same. My dog is allergic to salmon oil so I found a brand that worked for her. Brush daily if you can and when you give him/her a bath, choose a soothing shampoo. I have an oatmeal coconut oil one specifically for her.

Use Selsun Blue to bathe dog. Works great. I used it on my Shar-pei
