Can you put tile as a backsplash over wallpaper.
In the middle of buying a new house and there is old wallpaper or border in every room. I want a tile backsplash in the kitchen but it has wallpaper. Can I avoid removing yet more wallpaper and just tile over it?

You need to remove the wallpaper. It will turn loose and down goes your tile.
Doubt it. Wallpaper doesn't like moisture unless it is vinyl backed. You run the risk of having the tile fall off. If you are tiling over it then you don't have to be as careful removing the paper.
No! Wall paper will turn loose and your tile will tumble down! Do it right and take down the wallpaper. It is a pain, but it can be done.

Yes you can if it's an older home and the wallpaper is adhered very tightly. Try to remove it first and see how difficult it is to remove. If it's really on there you can tile over it. It's not going to come off.
I have stripped the old paper off and scraped it off with a razor blade down to the adhesive would the backsplash work than properly

No, not without problems - the Paper will come off and tile will too. Why not use a Satin paint over the paper or better still remove the paper.
There is no easy fix. If you don't remove the wall paper over time the weight of the tile will bring the wall paper and tile down in a mess.
I wouldn't. You want the tile attached to the wall.
The wallpaper needs to be taken off. The weight of the tiles and sink moisture will loosen the wallpaper overtime.

I wouldn't! ....for all the reasons stated by wise diy-er's. Do it right the first time for a successful, long-lasting finish.
Put backer board over the wallpaper and you should be home free.
It would be well worth investing a little time to remove the wallpaper. It could save you a whole lot of time energy and disappointment later on when it all falls off. Mind you, if the wallpaper is smooth it might be possible to apply sticky backed tiles or tile covers or infactTile wallpaper over the top!
