Can you elaborate on your question? It depends on what you want to accomplish but you can start by decluttering and organizing. It takes time but no need to spend $ :)
1) Keep it super clean; 2) thrift stores! 3) Paint. Look for the "OOPS" shelf for huge discounts on paint; more than likely a few colors that will work.

First thing is to declutter and then a deep cleaning. Sand and paint (paint walls and furniture). Rearrange furniture. Get new curtains, throw pillows and throw rugs ( you can get throw pillows, curtains and throw rugs at a Salvation Army type of store). That is what we did and we have a tiny budget.
Sometimes just rearranging the furniture can improve the look of an area.
Look at pictures in a magazine first and decide what style you like. Paint if you need to. Than thrift shop, but do more than one, some are more reasonable. Look for old pictures with pretty frames and any other item you could hang on the wall as a collection. Sheets and throw pillows. Sheets for curtain that puddle on the floor or as a tablecloth, Vases and odd bowls of a certain color that you like. then go outside to a park or a field, Pick long sticks for vases, rocks for bowls, pinecone for baskets. tree branches for curtain rods. Just imagine in your mind. YOU CAN DO IT. Do what you love Last buy a candle with a smell you love and us it when you are home. Put your heart in your home. I could go on forever. Hope this helps.
