I have used ZEST SOAP, I tie the bars to the trees, just like Christmas ornamants, it worked for us hope it works for you!
It's kind of like building goat fence if its 7 ft. tall and will hold water you'll keep the goats in or the deer out. Seriously how big of a garden? We had to put up a very HOT electric fence around our 1/4 Ac. orchard. There is also net fencing at Lowes or Garden centers if you're talking a normal size garden, which comes in different heights. Some people use Irish Spring soap, bags of human hair or other things. Google it. Sorry there is no easy answer.
