No you have to remove the laminate first then reinforce you subfloors unless you are on a concrete slab subfloor
Michael is right. Laminate floors are generally floating with a thin foam underlayment. The success of a tile installation depends on a rigid subfloor.
Laminate floor, also known as floating floor which move every which way. All tile need a solid sub-straight.
