Google deer resistant plants for your area. There are tons of them.
I have a large rock garden with the following plants and deer have never eaten one plant even when I have seen tracks that they have been in there. Don't know if these are suitable for your area, but grow well here in North Dakota: Bushes include lilac, Juneberry, dogwood, roses, snowball and bleeding heart. Flowers include marigold peonies, coneflowers, day lilies, tiger lilies, columbines, sedum, spotted nettle, hollyhock, and irises. Good luck. They love tulips.
