Preen should be applied right before the active growing season of weeds, however one must clean the garden of debis first.It is not a cure all and maintenance will still need to be done
I have been using preen for a good number of years. I weed the garden prior to tilling, till, then when I start to plant, I put it around that area (I usually plant an area at a time, like green beans, then corn, etc., and put preen down at that point. You can put it down right after tilling and smoothing the garden out. If it is a perennial garden you don't till or anything, I put it down right after weeding and put the extended release fertilizer and preen down at the same time. I hope this helps!
