Easiest would be command hooks and inexpensive dowels from the craft or hardware store.

i recently saw some plastic baskets in IKea that could be hung on a wall and can hold quite a few rolls of paper. They were really inexpensive. I guess any kind of plastic basket would work as long as there is a flat side to go along the wall.

I would probably install curtain rod holders. . . the wood ones sold in places like Home depot and as Naomie says, dowels. Or you could build a wooden unit, shallow, maybe a little more than depth of a roll of paper In width,(maybe 6" deep) and as wide as you think you need and have room for. this would have sides to fasten to the bottom and to hold narrow pieces of wood that would hold the paper rolls in place.
