One of my dogs, even though she has short hair, sheds like crazy, she moults at least twice, Spring and Fall, but this winter she never stopped. Took her to the vet for tests, just in case, she is fine. But her fur!!!! I have a fine toothed comb for her - something like this:

She has to be brushed once a day to keep the house free of floating fur bunnies.
There s a very special tool called stripping comb. First learn how to use it...watch a groomer. It is very sharp and over use or too much pressure can cut and scrape dogs skin. But it really does the job Caution caution. Learn how first
Is it a long hair or short haired dog? I don't know anything about short haired dogs shedding but I have always had long haired dogs. The best tool I have found is a tool that looks like a curry comb for a horse. They aren't hard to find and last forever. What you are looking for is a metal strip with teeth that is teardrop shaped with a handle. They aren't expensive. I checked online and saw that Petco has them, they are called a deshedding dog blade. If this is too much trouble you can also get what is called a slicker brush, but if you get one of these be sure to get a self cleaning one. You will thank me later for suggesting the self cleaning one. Hope all of this helps.
Dog brush and a Comb + a Vac if dog will stand it.
I just brush my outside and leave the fur for the birds
i have a long haired shepherd and I use the fur and it Works great!
Use a de-matting comb. They are about $22 at the local store that sells pet grooming supplies. Dogs that shed are succeptabke to matted which is just hair getting caught in other hair strands that haven gone fallen out yet. The de-matting comb will pull the loose hair off with every sweep. Keep in mind though that dogs should be combed daily, especially if they shed.
There are a lot of tools out there but the most important thing it to brush your pet regularly...usually 2 or more times per week. This will keep the shedding under control.
