Yes, it is a camellia. My leaves turned that same way and I discovered that it was because dead leaves had gathered under the tree and it was not getting any air circulation. Once we cleaned all of that out, the problem was solved.
It's definitely a camellia 😀. My granddad had a nursery farm, and he grafted and grew them.

It's a camellia and they need regular feeding with acidic plant food-your garden shop should have the correct kind. It's usually applied once or twice a year. Keeping the plant litter cleaned up and making sure no dead flowers or leaves accumulate on the branches should also help.
