If possible buy a longer than needed shower curtain. On the hem end add washers to weigh the curtain down and using a hot glue gun hem the washers inside. This should keep your shower curtain in place and keep water from escaping.
Another thought is to have a rain shower head instead of traditional.
Are you keeping the shower curtain inside the unit when using it?
Are you using a shower curtain liner? I keep the decorative shower curtain longer on the outside and the liner inside the shower. I have the liner that has weights/magnets.

Yes, it should help. If it’s just a shower stall they add weight to the bottom. One of my bathrooms is a stall and water never escapes.
Thanks everyone for taking the time to answer my question. We decided to enclose the shower with a glass door in the end. It's a more expensive solution, but seems like the most reliable and since we will be renting out the space we want to do it right.
Enclosed makes the best long term sense, since renters might not buy the weighted, double curtain that might help. Best wishes ☺️
Use a vinyl shower curtain and make sure it is inside the shower during the shower and you can have a pretty fabric curtain that hangs on the outside
