Does he/she have a variety of chew toys? Is it a puppy and teething? Does it get enough regular exercise?

obviously crate your dog when you are not home..and keep a very watchful eye when you ARE home. Until you resolve this...I would pick up the rugs. Dogs die from blockages every day. You'd be amazed at what they swallow. Don't take a chance. Pick them up...contain your dog with you are not there to watch.
Try putting Vick's Vaporrub where he is eating the rug.
I have a large pen in my living room for my pups when I 'm not home. When I am home I tell them "no" when they are doing anything I don't want them to do. They are puppies in training and if yours are too, it will take a while to train them. Mine are definitely learning but it has taken time. I work with mine every single day. I take them out of their pen when I come home from work and watch what they do. They are just like kids, CURIOUS!
Your dog needs to chew. Give him lots of chew toys and rawhides occasionally for his needs to chew. You might have to put up your area rugs until he learns not to chew them. We found dog toys like knotted ropes made good chew toys also.
There are sprays you buy at a pet store that may an area unfriendly to dogs.
I agree with Itsmemic, keep your dog in a safe place-crate or some kind of indoor kennel when you are not home with plenty to chew on that is safe for it. When you are home keep a sharp eye on the dog and train to not have this behavior. It takes patience.
