I had a hard time getting it to stick on drywall, so I would say no. Remove the tile (it's not that hard).

I have never tried stick-on backsplash tiles. Removing tiles isn't too difficult. My method of installing backsplash tiles is to get a tube of Power Grab that fits into a standard caulking gun, use regular tiles, apply the Power Grab (bead on 4 sides) to tile, press onto surface, wait a few seconds and then do next tile. You can try doing this over existing tile as an experiment. Grouting can be applied by buying grout in a caulking gun tube. This is MUCH less work than the traditional method and is less messy.
Can't tile over tile. Tile needs a smooth level surface to stick.
