You can buy soil test kit to analyze for optimum conditions. I prefer pots as it is more easily controlled.
Sounds like you are trimming it back. The blooms and blossoms grow on the old growth. I let mine die back and do a light trim late winter. They come back a bit taller, leafier and with bigger blooms. Good luck!
You must trim before the first frost. After frost you lose next seasons blooms, also a Kate winter freeze after some warm days can cause a loss of bloom
