Thats not how flagstone patios and walks are done. The ground is first dug out to the depth of the stone + sand+ layer of fine gravel. You put a layer of gravel and level, and then your sand. Then you add your flagstones close together, chipping to fit and leveling each stone. With diability issues I can't see how this would be safe, all the stones at varying angles, rough rubble between them..... as a caregiver I say NO NO.
Either get more flagstones and do it right, or just get decomposed granite and have it tamped down. Consider adding a railing if needed on the sloping side of the yard. You can also use ski poles for walking stability. I'd fire the lawn service guy. He's made your job harder. You'll need to seperate the flagstone from the pea gravel & start from scratch, if you want it to be level !!!
Have the guy come back and put the flagstones in properly. Any extra gravel needed should be on him, not you. Tell him what his lazy workmanship has done to you. If he refuses to fix it, contact a local tv station that helps resolve problems with contractors. You have a beautiful garden and should be able to safely enjoy it.
Your lawn guy is either uninformed or politely say, he is lazy. That is NOT how to install flagstone. I would present him with your medical bills plus a sum for pain and suffering. See if these links help.

Hire a handyman / person or a proper landscaper to sort you out. Better to pay them a few extra dollars rather than risk another injury!
I would put slag between the flag stone to stabilize it. Labor intense because you shovel it. Then hose it down to push slag down into the rocks & around the flagstone. Then add more slag if needed. Still uneven, rent a roller to attach to lawn mower and go back & forth pushing the rocks & flagstone together. Slag is ground up rock I think. When it dries it is like concrete.
I totally agree with Shore and Naomie!! He needs to come back and correctly install the path, any extra needed materials are on his dime. If he won't, let everyone know of his shoddy workmanship - TV station that has someone to resolve problems, newspaper, they'd love to see your injuries. The lawn service guy should be liable for your medical bills, and your pain and suffering. You had major injuries that could have been even worse thanks to him - it's not like you just stubbed your toe for God's sake. If he wasn't up to the job he should have said something, after all he's your regular lawn guy so he must know your limitations.
