Make it like a folding fire screen ( Front and two sides hinged to front........
Start by measuring how long, wide and high it has to be to hold the garbage cans, and build a frame out of 2 x 4 . https://www.youtube.com/watch?v=jpWfh-DX46o
You can use lattice instead of boards, https://www.youtube.com/watch?v=dFdiZnd1bNk
First you need to figure out how tall you want it. An easy way to start is by getting 2 posts (or if your only going 4', buy 1 post ad cut in half. Start by digging 2 holes about 2' deep. Put a post in each hole, and add a bag of cement (after mixing) When completely dry, a day or two you can add the lattice. the lattice is usually 4' x 8'.
Put in pressure treated fence posts to form a rectangle so that lattice can be nailed to it, paint them white. Nail on lattice. Build a gate, if needed by making a form with pressure treated 2x4s and nailing lattice to them. Make sure hinges are strong enough to hold the gate.
