i would have a landscape professional come look at it, you don’t have to hire them but you can get different options and do the work yourself!

Put in a Pond or water feature and form a Rock Garden or even an Italian sunken garden fence or wall the garden off from the dog...........You might even be able to re-use your artificial lawn. Is Chattahoochee the Plant (Phlox) in a border, or is it a stream? Maybe Fence that off too, till the dog is older.....
togetIs the Chattahoochee small rocks, as I think you may be talking about since this is considered as an outdoor- indoor type room. If that is the case, you may be able to use a blower to get most of the sand back in place if rocks are bonded together, or if not you may be able to wash the sand down to bottom of rocks with a gentle water spray.
Next I would cover the sand with a black or very dark polyester doubleknit fabric (anchor with wire tent stakes on edges & in middle areas where pieces of fabric overlap being put together to completely cover sand.
Next, put stepping stones over entire area where turf was & cover most of that area with an outdoor rug. Or, paint a rug on the stelljng stones. This should stop the dog's figging while giving you back your area to enjoy. There will be done expense involved but not nearly so much as ripping everything out & starting over, plus, you can do this yourself.

Glad to help. You can pretty much do whatever you wish with the area of the stepping stones. If you like water falls, there are hundreds of self contained units & those can be brought indoors & used as decor features. I actually have 2 regular outdoor resin ones inside my house where I have both live & artificial plants around them. I posted those projects some time ago. Water in these is a small enough amount to not cause problems even indoors. However, coffee tables & other conventional items work well in this kind of set up. Post pics when you're done.
